IMEXDI - Mexican Institute of Infrastructure Development

Dr. Gamas is responsible for the strategy and operation of IMEXDI, the first horizontal organization in Mexico devoted to the development of the country’s infrastructure. This includes directing major projects, such as drafting a model General Infrastructure Law, consulting for the Senate on the reform of Mexico’s federal Public Works Law, analyzing how to detonate and accelerate PPP infrastructure projects. It also includes the master planning and chartering of State Centers of Infrastructure Development. Another major project is ITSC, the Infrastructure Technologies and Services Center, providing commercial support for companies entering the Mexican infrastructure sphere. He is also the Sector Leader for Finance & Infrastructure of ANZMEX, the Australia, New Zealand & Mexico Business Council.

Previously, he was an independent consultant to many Fortune 500 companies, regarding project evaluation and finance, as well as in financial and economic analysis. He was the founder and first coordinator of the M.B.A. program at Universidad Anáhuac del Norte, and a consultant with McKinsey & Company.

He holds a Ph.D. in Production & Operations Management from Texas Tech University, an M.B.A. with a concentration in Finance from Columbia University, and a B.S. in Economics from ITAM, in Mexico City.
